JOB TITLE: ACCOUNTANT SUPERVISOR
BUSINESS TITLE: SUPERVISORY ACCOUNTANT

JOB SERIES: 0503/0510 PAY LEVEL: NF-03/04
This position's pay level is NF-03/04. At the entry level, the incumbent serves in the developmental capacity performing duties under closer than normal supervision. The incumbent must be recommended by the supervisor prior to advancement to the target grade level. This position will advance to the target level without competition.
DUTIES AND RESPONSIBILITIES:
This position is located in the Shared Services Center Japan (SSCJ), Marine Corps Community Services (MCCS), Okinawa, Japan. The incumbent is a senior level accountant in SSCJ, and reports directly to the SSCJ Senior Manager. The incumbent supervises the Revenue Accounting Department of SSCJ.
The incumbent supervises the work of the Revenue Accounting department which is comprised of the following: Cash Management, Credit Card Processing, Daily Activity Reports (DAR), and Accounts Receivables. Supervisory duties include, but are not limited to, leave approval, personnel actions, work review, training, position description and desktop procedures maintenance, performance evaluation, guidance work.
Serves as an accountant performing a variety of assignments related to financial management of non-appropriated funds. Maintains controls to safeguard assets and to ensure the proper accounting treatment of financial transactions. Applies judgment to interpret and evaluate general guidelines and references for local application to specific problems. Analyzes accounting and finance issues and proposes or modifies policy for organizations served. Assesses the impact of changes on current accounting procedures. Participates in special projects to develop revisions to accounting procedures.
Directly responsible for the accounting functions which supports cash management. Work involves reviewing, analyzing, consolidating and revising cash and credit card management processes. Oversees the preparation of the cash flow analysis. Incumbent oversees the MCCS credit card processing systems. Works with other sections to ensure timely and accurate collection of credit card charges processed.
Supervises the full operations of the Accounts Receivables unit. Performs complex analysis of Accounts Receivable accounts to determine their effectiveness and provides recommendations for changing systems. Tests that the monthly reconciliation and recapitulations of assigned accounting data and the computerized and manual reports are in balance. Assigns and performs random audits to ensure all accounting records and backup files are fairly presented in monthly balance sheet reviews. Ensures that all applicable accounting entries are posted during the month and communicates with facilities those who do not follow procedures and deadlines concerning accounts receivable accounts.
Provides analysis of all accounts receivable accounts for use by management in decision making. Actively directs and/or performs researches and audits of current accounts receivable, historical data, source documents, etc. to develop and explain detailed information not otherwise readily available. Provides the SSCJ Senior Manager with detailed interpretations, suggestions for action, and recommendations for improvement based on the above processes and an extensive knowledge of all or part of the accounting system.
