Due to continued business expansion in Japan, our client are seeking a seasoned Human Resource Manager to strengthen and professionalise our local HR capability.
This role serves as a strategic HR Business Partner to leadership while ensuring full compliance with Japanese labor regulations. The successful candidate will build scalable HR frameworks to support sustainable growth and operational excellence in Japan.
The ideal candidate combines strong HR operations expertise with strategic talent leadership and digital/AI-driven HR thinking.
Key Responsibilities
Strategic HR Business Partnering
Act as the primary HR partner to Japan business leadership
- Drive organizational design, workforce planning, and succession planning
Support business growth with scalable HR structures and governance
HR Operations & Employment Compliance
Ensure full compliance with Japan Labor Law and Social Insurance regulations
- Oversee employment contracts, employee handbook, and HR policy frameworks
- Manage attendance, overtime, leave administration, and payroll-related processes
- Mitigate and manage labor disputes professionally and proactively
Liaise closely with 社労士 (Social Labor and Insurance Consultants) and relevant authorities
Talent Acquisition & Talent Management
Lead full-cycle recruitment across Japan and selected Asia/Europe stakeholders
- Manage onboarding and orientation programs
- Conduct talent reviews, succession planning, and career development initiatives
Develop retention strategies to maintain a high-performing workforce
Compensation & Benefits
Design and implement competitive compensation structures
- Lead annual salary review processes
- Develop and manage incentive and bonus schemes
Ensure internal equity and external market competitiveness
Performance Management & Culture
Design and drive performance management frameworks (goal setting, evaluations, feedback cycles, improvement plans)
- Lead employee engagement and culture-building initiatives
- Coach managers and HR team members
Support organizational change and transformation projects
HR Digitalisation & AI Integration
Leverage AI tools and digital thinking to enhance HR efficiency
- Develop digital HR systems and workflows
- Strengthen employer branding and long-term HR capability through technology-enabled solutions
Requirements
- 8–12+ years of progressive HR experience in international or publicly listed companies, ideally within IT/software industries
- Business-level Chinese language proficiency to effectively communicate with Chinese-speaking clients, software developers, and project stakeholders across the region
- Business-level Japanese proficiency (JLPT N1 or equivalent) to manage labor documentation, regulatory communication, and government procedures in Japan
- Bachelor's degree or above (HR, Law, Business Administration, Psychology preferred)
- Proven experience building or strengthening HR functions in growth or start-up environments
- Strong hands-on knowledge of:
- Japan Labor Law
- Social Insurance (health, pension, employment, work injury insurance)
- Compensation & Benefits
- Performance Management
- Talent Development
- Ability to independently design and streamline HR policies, processes, and documentation
- Strong stakeholder management, influencing, and project management skills
- High integrity and ability to handle sensitive labor relations matters
- Experience working with 社労士 is highly preferred

Travel:
Domestic travel within Japan (Nagoya, Kyoto, Kobe) as required
